I'm one of the few people actively working on this game, and probably the most productive as far as the development of new content, playtesting, and bugfixing goes. I'm the last person to accuse of not wanting to put in any actual effort.
I just want people to put in the actual work and not just throw out half-baked ideas with barely any consideration given to them. Ideas are easy and barely worth anything. There's like a dozen things I want to work on that are little more than a concept right now because coming up with new things is easy, but implementation is around 99.9% of the work. That includes working out a concept into something actually workable, meaningful, and fun, while taking into consideration existing systems, how it would affect other systems, and general game balance.
Anyone who genuinely wants to contribute needs to be willing to really put in the effort to either implement it themselves, or create a solid design document that works out the nitty-gritty details in significant depth. Ideas simply aren't worth much if nobody is going to work on them. It's a pretty safe bet that other contributors are going to be like me and are chiefly passionate about their own ideas, and that there's little reason to bother with taking on complex ideas from anons when they probably have more than enough ideas of their own.

TW is still intended as a game, and as a result, the maps are largely balanced for gameplay purposes. Trying to be lore accurate the Human Village would only have around five inhabitants, the Hakurei Shrine virtually deserted, Heaven would only be home to Iku, etc.
In general, the game doesn't really worry much about being lore-accurate in favor of having more content or just trying to be more fun. That's how we have the PC-98 characters running around; characters who definitely shouldn't exist, like Lily Black or Ibaraki's Arm; and individual character stuff like Hecatia somehow having influence over the Ministry of Right and Wrong despite not at all being affiliated with them in canon. Lore accuracy has always taken a backseat to gameplay, which is a good thing.
