Anon, ZUN does Touhou for the money. I don't understand how anyone can think that's not the case. It's not like he sells his games for 15 USD each if he was simply making the games for himself. If ZUN knows it'll be controversial to add a malr character in a game series that primarily has had an all female cast for decades he won't do it. He lets his fanbase make fangames using his IP because it gets his series more popular, hence earning him more money. He even wants his characters added to Smash Bros for god sake. He allowed a company to make gacha game of his IP despite having said that he dislikes gacha games. He allowed cave to use his IP. It's clear where he wants his series to be heading.
