5" guns were found to be utterly inadequate in killing destroyers in a single salvo, as would be required to sink a destroyer before it entered torpedo firing range. 6" or higher guns were basically found to be required. Friedman's NWWW1 (pic related) states that BuOrd seriously considered switching to a mixed scondary battery with a 6" anti surface component, but didn't becuase of treaty reasons
