Ooyodo can carry two planes, possibly letting Shigure use double attack.
I'm not sure about opening torp on 2-5 north, it's useless on yasen node and won't really help vs BBs on boss.
Also, craft some radars if you already have AP Shells, Sanshiki and planes.

No, torp cut-in wouldn't be fine even with 100 luck. It's stupid vs enemies who die to Akizuki's double attack. If cut-in fails to proc you're left with simple torp attack that has shitty accuracy. Plus, with torp cut-in your shelling power is significantly weaker, increasing the chance you'll retreat on first node.
