The main perks of 1-5-A spam are:
Almost no need to repair. Your ship needs to both miss the sub and take a hit from the torpedo for it to take damage.
No need to wait for fatigue
Cheap resupply, only 1 ship sent out, for 1 node
Fast (~20s for 1 run)

E4 does give much better drops, but if you want to powerlevel a DD/CL/BBV 1-5-A is extremely cheap and fast. I got Kiso/Yuudachi/Bep 20 levels each in 1 day, albeit a very very long and boring day.
