My headcanon is that Remy is just flat out lying when she says there are no other vampires left.
Or maybe the Scarlets are somehow different than Kurumi and Elis on a physical level. Perhaps something to do with coming from Makai versus being former human vampires?
As in, Kurumi and Elis are just Makai demons that look and act like vampires, but are actually unrelated. Something like how dolphins and sharks kinda look a little similar, but are as far apart as animals get.
