It's not as touchy as you think considering how she's still able to push the joke onto dozens of people at any given moment from the day it started until the heat death of the universe, it's just management thinks making a voicepack is "going too far" for some stupid reason. I guess if you really stretched it then it could possibly be perceived as trying to turn her into a DLsite star providing ecchi/outright lewd voice packs? But that's kinda a nil point considering half of any vtubers voicepacks are lewd and you-know-who exists so I can't even say that's the issue.
