It will be the same as with all the DBZ games. Whenever a DBZ game on a new system comes out, most of the characters get cut because new models have to be made.
This new game uses completely different sprites and i really don't think that they will remake all the sprites just to include characters who should not really care that much about that religious conflict. Why should someone like Reisen even be in the new game? Because she was just there when the conflict starts? Because Eirin suddenly cares that much about the human village? Mysterious plans made by Kaguya? Because she wants to join a certain religious group to atone for her sins?
