Thats the reason why they put images with " Only for Japanese "

It did happen too many times that russians or americans enter a bar or restaurant get drunk, start smashing glasses and grab japanese girls or just stat trouble between each other.

But still if you are together with japanese people they will let you inside, because they know you will not make them trouble.
