Fumika Baba I don't think would rank but Ruriko Kojima I think would be up there but only because she's on TV all the time. That's the main thing: gravure idols that are the most popular are popular because of jobs outside of gravure. Problem number 2 is at which amount of gravure does one get to be called gravure idol; I'm inclined to include Sayaka Yamamoto for example because I love her body and she did do a bunch of gravure but I guess she's more of an idol or a singer. Problem 3 is how do you quantify popularity.
I'm gonna go by twitter follower number and the most popular that can't be disputed as a gravure idol is... Erina Kamiya! Her twitter is amazing by the way, she posts high res pictures every morning when saying good morning at least, no wonder she has so many followers. Next would be Ruriko Kojima and then... Yuka Kuramochi I guess, then Nonoka Ono. What I did is take this list https://meyou.jp/ranking/follower_idol and only picked the girls whom I thought ojectively qualified as gravure idols.
