I don't know if Fumika counts strictly as a gravure idol, she's an actress who happen to do some magazine stuff, I think, just like Yuka Ogura and Rena Takeda (<3), who happen to be very popular at this time.

Also, just like some anon said, the most popular idols are usually the ones in AKB or that groups, they have a lot of marketing and some of them do a lot of gravure stuff for some magazines.

On the other hand, if you're talking about gravure idols who release a lot of videos and dedicate almost entirely to that, I think RaMu is the most popular one. I don't if I can count retired gravure idols -Ai Shinozaki or Anna Konno, for example-.
