Seems like she'd fare better in beach volleyball. The tallest female player in either of Japan's U-23 teams is only 172cm. 菊地真結 and 衣笠乃愛 here make up team 2 and are 167cm and 163cm, respectively. Both still play in their university's volleyball club, 明海大学女子バレーボール部.

Looking at some members of the senior womens national team, it seems like beach volleyball players tend to be shorter than indoor players.
