She's clearly done something to deserve her reputation, and I don't think it's the fanon trope of her just being inherrantly scary for no real reason.
I'd treat her like an elder god who got tired of destruction and wanted to create, at least for a little while. The difference between a sufficiently powerful youkai and an actual divine spirit is mostly semantics anyway.
