I like your intricate and fair take on Ciconia, it at least doesn't sound as if you just disliked it for being not Umineko.
But some of the flaws you listed are basically just Ryukishi's way of writing.

It's not like Higurashi or Umineko delved too deep into the majority of its characters in the first chapters. Rika basically is the "cute meeper girl" until Himatsubushi, and Satoko's whole personality is "whiney trapmaster" before she got her own chapter.
As for Ciconia, I'd say that Miyao, Gunhild and Jayden, the main squad, as well as Toujirou or the leaders of Miyao's public bath order were properly fleshed out, and I can't see the rest of the cast remain irrelevant in coming phases either.
