I really love the idea of a half-human half-ghost, but while half-youkai and half-demons are common, I've still never heard of any other half-ghosts. What's up with that?
Actually, I've had that basic idea for a long time now, but as time went on people developed a much clearer picture of what exactly ghosts and the dead actually are, so it's a pretty difficult-to-grasp idea these days.
These days ghosts don't have bodies at all, and maybe that's the way we normally talk about them, but Yuyuko is a ghost with substance.
When did all ghosts lose their legs, anyway?

I wanted to make Yukari for entirely meta reasons that go beyond PCB itself. Starting from EOSD's "red", then came Chen ("orange"), and then I suddenly skipped a bunch of colors and made Ran ("blue"), and just like that I slowly changed the color to Yukari ("violet").
That was how I created these characters. It had nothing to do with the story.
