Yeah I meant to say in the West.
At this point I don't see budget a main concern given how established they are.
They have the skeleton band for when they play with the backing tracks, miming, and lip-synced parts which are all things that are frowned upon in the metal scene in the west. Where here it's less about the performance and more about the execution of the music in comparison to Japan.
