Dunno about Ran. Chen isn't a little girl, she's a youkai with at least 100 years under her belt.
Plus Ran is overworking under Yukari's orders and Chen doesn't help at all, so having a child to take care of would be too much for her.

I don't know why Iku is always considered to be Tenshi's caretaker, but she would probably do fine as a mother, yeah.
