So about this CAV setup...from how the equipment is ordered, they don't seem to be able to do artillery spotting... or am I wrong and that the order of equipment is not strict?

I use this one but with another CVL instead of a CA. The north route it's fine too, so just stick recon planes on every ship then yasen equipment, and then radars on the free slots or maybe more recon planes would be better.
