Generally anime style art is superior at decipting cuteness and/or sexiness.
Western style emulates reality, and reality tends to be ugly.

I think just as you describe it, 'a format that shows each couple in their own singular, contained story while simultaneously doing some worldbuilding for the school' is the best way to summarize it.
