All I know is that there is an upper cranial mass (which is like a curved dome or sphere thing) and a lower facial mass which is this triangle form thing. Then the rest is just making sure it's all in proportion (which sadly to me is just erasing over and over "until it looks sorta right").

I don't know; I have a lot of trouble with heads and their foreshortening too. Hopefully the /jp/ Art_Experts can help us out.
