I'm not sure if Jestress is:

1-A Lambda expy unrelated to her but sharing similar personality traits. Like Butler in RGD or Okonogi in Ciconia.

2-Literally Lambda magically popping into existence as a human and trolling everyone.

3-Literally Lambda incarnated as an actual person with real in-universe origins and family, unaware of her witch status while she's alive and trapped in a human body. Like Ikuko/Featherine except with the witch part unconscious and sealed away for the rest of her human lifespan.

4-Meow using a blonde avatar she created. They have the exact same face and Meow is supposed to be Vier's daughter.

5-A younger clone of Vier Dreissing made after the real one died and got a copy of her mind uploaded to the virtual lab.

6-Just a stranged sister of Miyao and Meow who looks more like her mother.

My bet is on Number 3. During the Christmas party, they bring up things like "can the human soul tolerate the concept of eternity?" and Jayden replies that "you could always shave off your old memories". Obviously, this is hinting at the idea that they are all brains in jars connected to a matrix that simulates the A3W world and their memories are being erased with each iteration (probably what the data fragments are, useless slice of life memories they lost to save space in the server).

But these ideas also apply to the metaphysical entities that call themselves "voyager witches" in Umineko, which is why Number 3 is the most likely theory in my opinion. Can the human soul tolerate eternity? No, they go fucking nuts at some point and desperately try to escape from boredom, because if their minds stop receiving stimulus they stop thinking and "die" until something catches their attention again. Their personalities twist into cruel shadows of their human selves, looking for more intense excitement. At some point in their eternal life, they will have experienced so many things nothing can surprise them anymore. They will "die" and stay dead for longer and longer periods of time each time it happens. This is what's happening to Featherine and the reason Voyager Witches are said to "fear becoming creators" in the EP4 postgame tips.

So it's possible that Lambda and Bern, trying to escape from boredom, reached the same conclusion as Jayden. "Shaving off your old memories" in order to experience things as if they were new. For a meta creature like Lambda, this means temporarily becoming human in some fragment and living an entire life as someone else, unaware of their experiences as witches. They are basically challenging each other to a new game, except this time they are important PIECES on the gameboard instead of meta players. They made themselves humans, created their own backstories, gave their avatars roughly their same personalities and dived in.

It's the equivalent of playing a VR game except you totally forget who you are in the real world until the game ends, at which point you "remember" your real identity and realize that your life until that point was just an avatar in a fictional setting.

TL;DR: Lambda and Bern chose to temporarily reincarnate as humans as a way to get rid of boredom and experience genuine fun/fear/anxiety/excitement/etc. without all the baggage of their memories and their immortal, jaded minds. Lambda chose to become a key player who is allied with the illuminati and Bern chose to become a random newbie gauntlet knight.

Bern wasn't really a bad guy, she was just playing the part in Umineko. She learned from Battler that the goal of a game is having fun, not determining who wins or loses. So their little game in the world of Ciconia probably has no goal for either of them. Their human selves DO have goals and genuine desires/fears, but in the end, no matter how the story ends, they'll just wake up from their daydream and remember their real identities and reminisce about how exciting their lives were. After all, having genuine life experiences as non-self-aware humans is much more exciting than being aware of their immortal status at all times.
