For me, it's military planning in general. It needs to be snappy and shouldn't meander much. You want to get through such scenes as quickly as possible. I'm sorry for you boots out there, but hooah boot shit sucks to everyone who isn't or wasn't a boot. Nothing makes my eyes glaze over faster, even when it's high effort boot shit. I know that might not be fair given that story's subject matter, but I felt it meandered on that part too much.
