Touhou really shows that translating kami as god is a mistake. kami are deities in the way nymphs are deities. fairies are also deities, divine nature spirits. Two of the manga are even named "nature deity" because of this.

It would be interesting if Eternity is and was always near powerless and just manipulates the strong fairies into doing stuff for her.
I'd also say the light fairies are the closest to humans, both acting like and being accepted by. Luna is probably just "closest to a youkai" due to her night time activity and moon based powers. I don't know what Cirno is like, human, youkai, ultra fairy, or what. Clownpiece is sort of god like, her fairy type basically a minor deity type in greek myth.
