I think he realised that he'd made yachie basically too perfect in 17, so he wanted to try and correct it a little. In 17, she manipulates every protagonist flawlessly, accomplishes her goal of using the protagonist as an assassin, regains some control over the beast world and even gets saki beaten up for good measure.
That said, I think he corrected a little too far in 19, because I'm not sure she actually pulls off a single thing she attempts in this game apart from gaslighting biten
