Makes sense, guess I'll go grind 3-2 in a bit

So I started playing at the very start of the year and I've noticed that people here talk about how they have lvl 70 ships and tons of resources and have gotten really far, how are you all doing this?
Is it non stop KanColle all day, every day?

This is my current situation:
Currently at 3-3, 4-1 (have yet to attempt)
Plenty of varying shiptypes at levels 20-50
All resources around 20k, 200~ buckets and dev mats.
4 subs (one is maruyu though, aiming to get a ship to 60 now so I can do Z1 quest)
Constantly at 100 ships and a pain to scrap/modernize because not sure what ships I should keep for quests etc.
I did participate in the Spring event on easy mode and beat e-4.
However I will say after going through 2-4 hell for god knows how long I did lose motivation to play for a good 3 or 4 months and merely went on to do some simple dailies or orel cruise.
I'm so confused, I will see people in PVP with really high level ships with lower HQ lvl than me (52) or even Akashi which I'm not sure I could even attempt 2-5 with my ships.

I just worry that all this time I've been doing something wrong yet I've been following the wiki, hell I've sparkled all 3 fleets and sent them all on expeditions for a good while and I felt like it wasn't worth the time because the time I spent sparkling each ship I could have spent time just doing more expeditions.

Why am I so shit.
