They, at first didn't want big ships in the game so they instead focus on PT boat or weird russian patrol boat. The gameplay was mostly go kart with machine gun.
Then seing nobody played their shitty game mode they introduce ships like destroyer and light cruiser but the map are still for small ass boat and now the gameplay is mostly about who has the most dakka or the biggest gun. You can't really maneuver around. The only plus is that you can spawn as a plane and do torpedo run.
This update they will introduce the ijn and heavy cruiser i hope i will bring bigger maps.

They do it because they can.

And it isn't expensive to clear Spring E5, definitely less than 20k of each resources for me.
