Kind of. It's a Rika working for Mei's unknown supernatural villain. The only thing we know about it is that it's a supernatural entity above the level of Higurashi gods like Hanyuu and Tamura. Wavelength somewhat similar to Hanyuu's but it's confirmed it isn't Eua/Featherine.

I agree that Mei is cheap looking, but we're talking about a series where the source material is a VN without VA anyway. R07 also helped with the plotting and once in and has actually written a couple of scripts for it. The Eua/Hanyuu story from Mei gave more info about her than anything in Gou/Sotsu/Meguri.

Mei's new event went full Umineko. Chisame somehow ends up in the "Library of Time" that's actually a back up of the "City of Books" Witherspoon ach book being a world. There she meets two beings that resemble Satoko and Mion although they don't seem to know her. Their true nature isn't clear, but Not!Mion mocks humans are being barely above monkeys. When Chisame starts getting dragged inside the books, Not!Satoko warns her there are dead universes in there and if she ends up in one of those she'd just be alone until dying.

Kazuho then pops up to rescue Chisame threatening the two that humans aren't just pieces following their script and they will write their destiny. She'd even face the one who made the library if necessary to guarantee that. Not!Satoko and Not!Mion acknowledge Kazuho isn't human, but don't seem to know her. Either way, they just start laughing at her threat. Curiously, they do a duo Ohohoho, laugh.

Mion's character story has Mion dreaming and somehow taking the place of her counterpart in the library. She tells Not!Satoko she's wearing weird clothes, but she notes it's just because it's the library's uniform and complains she was the one acting weird for a while (she felt much more friendl here than in the event). She then picks a book that seemingly tells a story about Shion investigating a series of deaths in St.Lucia (utsutsukowashi manga yhat was cancelled after 4 chapters?). Apparently as the investigation progresses more and more people die. Mion notes though that Shion was a third year student in this story, while she should have left St. Lucia in her 2nd year (the actual published manga only had Shion's year as X). Apparently, Akari (Mei OC, st.Lucia student council president by the time of Rika's first year there) also was there and saying her usual yupui stuff (yet again, nothing like that in the actual incomplete Utsutsukowashi we have). Anyway, Mion sees a Rika look-alike there and tries to follow her, but she's always going away, until the real Rika wakes her up in the real world.

So, yeah, apparently Witch Mion is a thing. We just know absolutely nothing about her. Dunno about Satoko's story since I couldn't get her card.
