Midway through the event, there are already comments recommending people to just test it out in 1-1 and form their own facts. They already gave up trying disprove such rampant disinformation.

The only 'nobody' in that thread was many vocal admirals still trying to do E4/E5 and its derivatives.
The possible reasoning for "the sink chances at orange are too low to be a concern" is that they might be already sure from their own tests that ship can't sink from chuuha. But they also could not discount the sheer number of reports of ships sinking from chuuha and screenshots of battle result that accompany them, since it's not like the disinformation was intentional (especially if it came from acquaintances). Thus they had to account for it, even if it's just means going from 100 to 99.99 percent certainty.
