The actual "It is alive" is fairly small and shows up towards the middle of the weapon's details.#

They'll also show up in your use menu, even when unidentified. They aren't the only type of artifact to do this, but it's often the most noticeable thing about them.

They're rare, but they shouldn't be THAT rare
I've seen them at blackmarket vendors and wandering vendors on a fresh character with less than an hour in the game.
