One has 2 Yin Def Down on a card, 3 Yin Atk UP on a skill, 1.0Pw on skill, and 1 Yin UP per boost level.
The other has 2 Yin/Yan Atk UP 2 Crit Atk Up on both spell cards, 3 Crit Acc UP 2 Crit Atk Up 2 Yin/Yang Atk UP on LW, 2 Ying/Yang Atk UP 1.0 Pw UP on skill, 3 Crit Acc UP on Skill, and 1 Acc Up per boost level.

Even if you take the time to build up max ranks of all available Buff/Debuffs it is pretty clear that the second is mechanically superior. Atk UP/Def DOWN modification experiences extremely small returns on investment after 10 cumulative stacks meaning that Suwako is pretty much dead ending at roughly 300% damage increase without elemental advantage and without a killer target. Meanwhile using Kasen full kit results in 10+ ranks of Atk UP/Def DOWN modification without even needing Def DOWN plus she ends up with 6 ranks of Crit Acc UP meaning she a ~44% on each bullet in her LW and she has 10 Ranks of Crit Atk UP meaning that her Crits are going to have and additional +400% damage. Oh, and she isn't going to miss a single shot with her 3 Ranks of Acc UP and 75% base hit rate. But wait, there's more. Kasen also has Elastic on 4 of the bullets in her barrage which causes those bullets to have a scaling Crit Acc UP buff based on Agility relative to the target. So, depending on the the target's Atk, you are looking her 20% base Crit Acc on 4 of those Bullets scaling up to 25% base Crit Acc which means for 4 of those bullets the modified Crit Acc becomes 50% with that 400% multiple to her Crit damage

It even on auto-pilot, when only skills, ability, and LW are considered, Suwako's 5 ranks in Atk Up results in a 150% damage modification to be applied to her high base Yin Atk stat for her LW. Meanwhile Kasen's LW has a 120% damage modification with a modified 44% Crit chance on both bullets (with the first bullet potentially scaling to 50%) and a 400% multiplier applied to Crits. Oh, and Kasen's will have 100% from her the 2 ranks of Acc UP provided by her skill and ability.

None of this even factors in cards, or the fact that Kasen can slot in a Eating Contest to give herself 60 extra Yin Atk stats and a 45% buff to one of the two bullets in her barrage while Suwako needs to slot in a Acc Up card to get a 100% hit rate. By the way, there is no Acc UP card with Yin Atk stats so she can't even juice a little extra power.
