I always found it funny how ZUN decided that, out of everyone, this dork should be the strongest.
I imagine it's meant to show how gods who are still relevant to this day can still hold on to great strength despite their worship being largely gone, that's why he chose a Greek deity, the most culturally impactful "dead" religion. This would also explain her... odd fashion sense, her form and style changing to be more "pop culture" rather than object of worship.
But who knows, it is also possible ZUN just wanted to do the "silly person is the strongest in the verse" cliché, thus killing all power level shit for the best.

She probably wears those silly clothes because she thinks she looks like a trendy city girl and would have a better chance of striking a boyfriend because she thinks it makes her look cool. not aware the human outsider she has her eye on actually knows what a city girl is like and that she just looks like a country bumpkin (which is cute)
