When creating Kaai Yuki, they clearly had the goal of "let's design a loli Vocaloid," not just "let's design a Vocaloid that also happens to be a loli." That's why they want so hard on that aspect by making sure she looks a typical Japanese elementary schooler and having an actual little girl provide voice for her.
She doesn't have eccentric eel hats or weird knives on her head. She is just that: a loli.
She has a randoseru and recorder. The only thing she's missing is the crime prevention buzzer.
