Let's see.

1. Gods, at their true power, not pathetic danmaku duels, completely overshadow any level of mundane power. This puts her above all Youkai and Humans, but brings her to challenge against the following: Suwako, Shikieiki, Komachi, Shinki, and Sariel.
2. She is canonically a WEAKER God than Suwako, so she cannot be the strongest.

Now let's break it down anyway.

Suwako, God of Mountains, is simply stronger in hard letters. The victory of Kanako's worshipers over Suwako's as to who runs the Moriya Shrine was due to sabotage, not raw force.
Shiki Eiki, Yama of Paradise, is a completely undeniable being, but not actually good at combat. Physically weaker, but effectively unbeatable. (Even if you DO kill her somehow, that means you are now AN ENEMY OF ALL EXISTENCE.)
Komachi Onozuka is a Shinigami. Normally she's a capable fighter, but to Reap souls is beyond her measures and she could only do that so a God if she was granted permission from the Yama. Weaker in all aspects unless a Yama has condemned Kanako, which is the ultimate Death Sentence anyway.
Shinki is the ruler of a whole realm, and not just human followers. Most likely a stronger God.
Sariel... Nobody knows.

People need to remember that Touhou has Gods that are explicitly defined and listed, just as Mythology necessitated that Gods, Titans, Nymphs, Giants, and all that other ilk had to be categorized.
