The thing is, the Gou anime production planning started before Phase 1 was released. Before the covid scare. After Phase 1, he's written the scripts for GouSotsu, Mei, Reiwa, Megahashi, Oni and otherwise spent a godless amount of workhours on this Higurashi renewal from anime production, organizing PR events, interviews, hiring and working with mangaka and whatever he personally oversees for the company.
This is way too big to be just random organic thing that popped up to fill a hole left by Phase 2 delays.
