I like to imagine they were close friends but Seiga was so devastated by Yoshika's untimely death that she tried to bring her back to life the only way she knew how. Unfortunately the process wasn't perfect and she returned with little to nothing of the person she was in life. Seiga couldn't bring herself to undo it and let her rest again because Yoshika still showed the occasional glimmer of the person she used to be which served to remind her of the all the time they spent together.

Even though Seiga has to treat Yoshika like a child because that is more or less what she has been reduced to, she still thinks of her fondly. Seiga probably watches her hop round with a bit of sadness, remembering the sophisticated poet that she was in life. Despite the fondness she feels towards the person Yoshika once was, that fondness slowly corrupted over the years and now she views her more as a personal possession than a person. An unliving piece of memorabilia to remind her of a loved one.
