1.Install stablediffusion web ui: https://github.com/AUTOMATIC1111/stable-diffusion-webui
2. If you're a lazy fuck like me install the gif2gif script: https://github.com/LonicaMewinsky/gif2gif
3. Transform your video/webm into a gif
4. Use stable diffusion img2img with the script above to generate a new gif from your file

That's it, you'll have to experiment a lot to find nice prompts and setting to generate something nice. I barely use it so i'm not an expert. I'm sure you'll find better ressources online.
