Even disregarding Shiki, EXCALIBLAST and Ea both have a 1000 target cap.

Gate of Babylon can probably target all 666 at once, same goes for UBW.

While there are no other Anti-Fortress Noble Phantasms that we know of, they're generally things that would work.

4th Caster can also summon infinite tentacles and infinite > 666.
