It's hard to set rules for good design, but I think the most important thing is that it has to convey something, all you can tell from v flower is that she's some kind of goth, she looks like a throwaway character from a mediocre manga.

Miku's design at least gets the message across but the overall shapes in her design (bell shaped hair, bell shaped clothes, bell shaped arm things) are not very pleasing to the eye, but I think she's mainly a product of the 2000s.

I don't know shit about good design but it's easy to spot a badly designed character.
