No, it's just a running joke about Haneru being flat-chested, and in the webm she's getting jealous of Patra. People bully her about it in the chat on her streams sometimes, like if she forgets to shrink her model down while playing a game they'll tell her that the model is big but her chest remains as small as ever, to which she'll respond by asking how they can say such horrible things and insisting that her chest size is just right.
