In a post-apocalyptic South Dakora, there is a civilization that continues to exist solely because of a grand wall built around their territory that keeps them from being attacked by anything but the strongest of raiders and looters. Because of that, they've managed to exist in a society that's barely holding on, with a combination of meager crops and looting the outside world by force keeping them alive, if only barely. Somewhat like if Diamond City was the size of a whole sector of Boston.

Then, one day, your character discovers a road paving truck that can restore the road system. The main thrust of the gameplay is helping your grand settlement grow, to supply power and resources to use the paver to restore a Highway system to it's former glory, which was said to lead to a great reservoir of water and farmland that wouldn't have been targeted by many, if any nuclear attacks.
As you grow your settlement and continue to move forward, you'll connect to other surviving settlements and enemy groups, establish trade agreements and wipe out raiders, all while gathering unwanted attention from larger groups that would want to take over your paver to gain complete control of the newest modern transportation platform. You'll also spend time fortifying the passageway so that it can be made usable by civilians, allowing for freedom of movement unparalleled outside of the NCR. Of course, you would also be able to explore the ruins on foot and traverse the landscape to find sidequests, loot, and more.
