Not him, but back when I used windows I would cut access to Microsoft servers with my router, uninstall as much as I could after a fresh install, disable all windows updates, only update what is safe to update (there are updated guides) find all unnecessary processes and permanently disable them in admin tools (risky... use guide), remove as much unnecessary stuff as you can from startup.ini so the computer starts fast and doesn't load unnecessary junk into memory. That and realize that every few years you're gonna have to do a fresh install to get your speed back again. But yeah, block all that telemetry and identify pointless wasteful processes.
