Bear with me on this, but what if I told you, the majority don't actually like the cow aspect of cowgirls?

Let me put it this way. If you saw a cow, an actual, real life cow, you're not going to think about how sexy that is. Unless you're a complete fucking furry degenerate, just taking a real cow and mixing its features with a cartoon girl isn't going to turn out the most appealing result.

Here's what it is people like about cow girls: it's the traits.

Traits which cows possess which you can supplant onto a girl. There's the milk and lactation aspect, the milking, the motherliness, and the gentle, none-too-smart and docile nature. Not to mention the mooing. It's kind of just a gentle, nonthreatening sound in general. Those are kind of the main draws, I think.
That we draw and picture them as cowgirls/holstaurus' is just a visual representation of that thematic presence.

So it's not so much that there's allure from a cow which you can use to enhance a girl by making her a cow, but the fact that you're making her look like a cow makes us associate her with those above traits. That's what we find attractive. The visual design of the cowgirl is just a vector to achieve that. A means to an end.

Of course, there's also elements which completely fly in the face of what I'm saying and invalidate it, too, which is fine. Things like the fluffy legs, the potential for finding their hooves or horns cute, and wanting to polish them.
