Mahoyo was quite literally the opposite of pandering to the lowest common denominator, Nasu very obviously saw it as a work of art that he did for himself rather than for sales.
I would kind of agree that he started seeing Fate specifically as nothing but pandering trash though. Which is why he just took that to its logical conclusion in FGO, after playing around with "shameless pandering" a bit in Extra.
That's still not an excuse though, considering no one gives a shit wether Nasu is actually writing for FGO, he could pursue his own interesting non-Fate projects, while letting other people milk dumb Fatefags who just want more Servants shoved down their throat.
