Not just steam. PS2 was just as bad. The only potential reason I can come up with is that they wanted their character designs to look professional; ie, not like something from an eroge. Mion and Shion are just barely passable, but Takano crosses some threshold and is deemed too sexual, so they nerf her until she's well within the range of acceptable sizes. That's my guess at least. It seems weird how she's now barely bigger than Rena.
Maybe it's all a conspiracy be the twins to secure their spot at the top of the bust chart.
