While mudslide prevention IS definitely important, the extent to which hillsides have been covered with concrete is excessive, you can find hills covered over even in areas that are uninhabited.

Which has had a lot of negative effects on the environment. The iconic Japanese tetrapod for example was thought to help prevent excessive erosion, but how much erosion they've actually prevented over the years is slim at best versus unaltered coastline. And now some 50% of Japan's coast is filled with them. All while construction companies pick up fat checks and government ministers pat themselves on the backs.

But anyway, I'm no expert I just like looking at pictures of Japan. Most of what I know about the topic I've read in a book called Dogs and Demons by Alex Kerr, an interesting book that covers a lot of stuff about Japan I'd never thought of before (although personally I found his outlook to be overly cynical so maybe take it with a grain of salt.)
