Getting the mouths to look like a 3D representation of an anime style is super hard without it looking weird from certain angles.

Now make the jaw moveable with facial expressions is just future technology which we don't have yet.

The flat 2D paper mouths add cheap, fast customizability without the complexity of needing to make multiple heads for every expression you would want to choose from.

TLDR;

It is a con but it is moreso intended for quick expressions on the fly instead of kissing.
