Eirin's exact birthdate has never been stated, but the goddess she is based on is older than Tsukiyomi himself. Tsukiyomi exists in touhou canon and Eirin is supposedly a founder of the lunar capital, so she is likely to be around the same age as the character she is based on.

It's still unclear. The whole reason people are still discussing it is how in IN, Yuyuko mentions she "invite" the deaths of Mokou or Kaguya, but she never says anything about Eirin.
It's possible the drug Eirin uses to keep herself alive is a "prototype" hourai elixir, made without Kaguya's influence. As in a regular medication rather than a one-shot drug.
