Naturally the "hype" is exaggerated, but considered as a whole their faces are similar enough that the concept of being a lookalike is justified. Otherwise, many lookalikes wouldn't count. As an example of two mainstream actresses, many cynical people might say that percentages like 81% on sokkuri.net saying Juri Ueno and Kyoko Yoshine look like each other is "too low" because it isn't over 90% and because many people only voted because they wanted to know if other people share their view so it has a confirmation bias, though, let's think about this from the perspective of lookalike "opportunities".

With mainstream actresses, the comparisons are personal intrigue as "interesting how these actresses resemble each other", and possibly vehicular: actress B resembles actress A so if actress A retires, actress B may benefit from the comparisons and the fans of actress A may like her too. However, this isn't very significant unless it becomes a popular talking point and a reason for actress B's fame. With JAV actress lookalikes of mainstream actresses, it's more projectile. We'll take what we can get, right? If you asked me about Kyoko Yoshine's or Juri Ueno's JAV actress lookalike even at the level of their resemblance, to my knowledge one doesn't exist. Maybe you know about one, and in that case I'd like to know. In any case, if sokkuri.net had an entry about Kanna Hashimoto and Kanon Kanade, then I'd assume probably the percentage would be near 80% too. Debatably their similarity is closer than Kyoko Yoshine and Juri Ueno, isn't it? In their case, it's not only the appearance but expressions, gestures and even voice. With Kanon, this is achieved in MIAA-260 by "parody" but beyond that, the similarities are not so notable. But, because in JAV the purpose of a lookalike is completely different, this doesn't matter as much. It isn't "interesting how these actresses resemble each other", it's because we want to coom to a sexual fantasy of that actress. So, with Kanon being Kanna's lookalike, it's not that they're lookalikes that matters. It's that Kanon is particularly Kanna's JAV actress lookalike.

The "opportunities" for a mainstream actress to have a JAV actress lookalike is much lower than another mainstream actress lookalike, and many factors of comparison are completely impossible in the equation due to their vastly different fields. Because of this, the threshold is lower and the standards are different. At least this is why I consider Kanon to be a satisfactory Kanna's JAV actress lookalike: she must be the closest we will ever see, and to have a JAV that even parodies/pays homage to this resemblance is the closest we will ever see to Kanna Hashimoto in JAV. To a degree, it's a "cope" to want a celebrity's JAV actress lookalike. If her appearance is very unique or has important marks of personal beauty (such as a charm point mole), then the appeal of the closest who exists is stronger than it would be if even one more minor difference that under normal circumstances wouldn't matter existed.
