Good Momiji are hard to come across. Especially since "good" is even more subjective with her, since nobody really knows for certain how she's supposed to look in detail.

Once Momiji grows up and becomes alpha female of the mountain, things will be different around here.

Momiji's lack of dialogue may not be entirely due to her status as a mid boss. As a wolf tengu, it's possible she has a flat tongue and no larynx, and so simply isn't able to speak.
Other beast type youkai with humanoid forms would still be able to speak as their humanoid forms are acquired. But being born wolf derivates, wolf tengu may lack human speech.
Crow tengu would not suffer from this since as corvids, they would be able to mimic human speech naturally.
