I'm not sure about them looking like Cambodians kek I still enjoy a couple names from back then like Kaede Matsushima and Honoka. They looked stereotypically Japanese; being slightly tan doesn't instantly mean SEA, at least not in my mind
Beauty standards change but it's not just surgery either. Makeup trends are also a big part of how women look in media and can be really transformative. Even hairstyles and colour can make a big visual impact
It's not just Japan, you know. Pop stars in the west look very different from back then compared to now too
